The Chamber:

The Federal Chamber of Architects and Chartered Engineering Consultants is the umbrella organisation of the four regional Chambers of Architects and Chartered Engineering Consultants in Austria.

All Austrian Architects and Chartered Engineering Consultants – among them Civil Engineers - have to be member in one of the four regional Chambers of Architects and Chartered Engineering Consultants if they want to practice the profession (mandatory membership).

The Federal Chamber as well as the regional Chambers are corporate bodies of public law and are represented by honorary elected professionals (election every 4 years).

The Chambers are divided into two sections, one for Chartered Engineering Consultants and one for Architects. These sections represent each profession and are responsible for all affairs concerning one profession only. Each section is chaired by an elected representative of the profession. Additionally there are representative bodies for common affairs of both professions on regional and federal level:

The main tasks of the Chambers of Architects and Chartered Engineering Consultants are also listed in the law (e.g. on regional level: disciplinary actions, dispute settlement, register of members, organising CPD measures, preparing candidates for access to the profession, ... ; e.g. on federal level: code of conduct for professionals, decisions about appeals against disciplinary decisions, interprofessional and international relations...).
Partly the Chambers take over tasks legally transmitted from public authorities.

 

The profession:

In Austria the professions of Chartered Engineering Consultants – one of them is the profession of Civil Engineers – is regulated in a federal law, the so called "Ziviltechnikergesetz".

Austrian Chartered Engineering Consultants are state authorized and are allowed to use the signs of the Republic of Austria (seal, emblem) and to issue public documents. In order to get access to the profession an education on post-secondary level is necessary (3 years Bachelor / 2 years Master). Additionally three years of professional experience after the degree and a professional examination are necessary. After the fulfilment of these requirements the professional has to take an oath and is then officially authorized by the Austrian Federal Minister of digital and economic affairs.

They are liberal professionals and have to put their authorization to rest when they work as employees. They have to follow a Code of Conduct and are obliged to independency, impartiality and secrecy.
